How to Obtain a Petroleum Road Tanker Driver Certificate in Kenya by Kenyans247(1): Wed Jan 2020 08:36am
Procedure

Licensing is done by the Petroleum Licensing Committee of the Energy Regulatory Commission (ERC) in accordance to the requirements of the Energy Act 2006

Apply Online

Step 1 Register with ERC portal https://www.erc.go.ke/
Open ERC Website: ERC Website
Click on the tab “online services”
Click “access our online portal”
For new users click on the “register” tab. For existing users login using your user name and password
Click “apply for a new license”
Select “individual” to be able to apply for the certificate.
Enter your personal details and press save. Ensure that you enter your correct email address. Create a unique username and password.
Open your email, you will find a message from ERC. Open our portal through the link given in your inbox to activate your account.

Step 2 Apply for driver certification
Log in to the portal using your provided username and password in (7) above.
Under the “License Management” tab click select New Application and under the Petroleum Sector select “Driver Certification” then click on “Continue with Registration”
This will lead you to the Licence Application: D https://portal.erc.go.ke:8443/site/new-application river Certification where you will be required to fill in the provided sections;
(i)Bio data
(ii)Work Experience
(iii)Academic qualifications
Upload your scanned documents in their respective places and press next. These documents include
(i)Scanned original copies of Identification documents (IDs or Passports) for the driver (Mandatory)
(ii)Valid Certification of Fitness for Drivers from Designated Health Practitioner(DOSHS approved Doctors) (Mandatory)
(iii)A valid driving license for each driver (Mandatory)
(vi)Certificate of Good Conduct Certificate (Mandatory)
(v)Passport size photo of the driver (Mandatory) )
No fee is charged for the certificate application.
Notification for collection will be made through email and text message. One is required to collect the certificate from the ERC offices. You are required to carry a proof of identity during collection.

Apply in Person

The applicant should visit the Energy Regulatory Commission offices to make the application.
The applicant will be given an Application Form for a Petroleum Road Tanker Driver Certificate ‘’form 5’’to fill.
Fill in the required details.
Attach copies of the required documents and submit to the ERC offices for processing. These documents are mentioned in the Required Documents section below.
The certificate is usually ready after a period of 30 days.
No fee is charged for the certificate application.
Notification for collection will be made through email and text message. One is required to collect the certificate from the ERC offices. You are required to carry a proof of identity during collection.

Eligibility

One should possess the following
Valid driving license with more than four years’ experience
Professional drivers training certificate from a school approved by ERC
Valid medical certificate indicating applicant is fit for the job
Certificate of formal education within minimum KCSE or equivalent
Valid certificate of good conduct from relevant authorities
Basic Training on Handling of LPG

Fees

No fee is charged for this application.
Validity

Validity period is one year

Form 5 ‘Application Form for a Petroleum Road Tanker Driver Certificate are provided by the ERC officials at their offices.
Other applications are done online.

Processing Time

30 days from the date of submission.

Need for the Document

No person is allowed to drive a petroleum tanker for the purpose of transportation of petroleum within Kenya unless the person is in possession of a valid certificate issued by the Energy regulatory commission.
According to the Energy Act Licensing of Petroleum Road Transportation Business Regulations 2013, any driver violating this regulation is liable of an offence.

A driver of a petroleum road tanker shall at all times when driving or in any way, controlling a petroleum road tanker have in his possession, his certificate, or a certified copy

Obligations of Certificate holder.
A petroleum road tanker driver shall-
not drive or allow another person to drive a petroleum tanker in his custody unless such tanker has a valid petroleum road tanker permit issued by the Commission ;
not tamper with the quality of the petroleum in his custody;
not divert the petroleum destined for export into the local market;
ensure that he operates the petroleum road tanker in accordance with the requirements of the Act, and other applicable laws;
transport petroleum only for petroleum business licensees in possession of valid licences issued by the Commission under the Act or petroleum imported through an import route designated or prescribed;
load petroleum only from petroleum storage facilities in possession of a valid licence issued by the Commission under the Act;
discharge petroleum only to a facility in respect of which a licence has been issued under the Act, to an end user for own consumption or, in the case of petroleum intended for export, at a destination outside Kenya;
comply with the emergency preparedness and response plan that has been put in place by the petroleum transport business licensee;
implement regular pre-loading vehicle inspection in accordance with a checklist approved by the Commission or its agents; and
comply with arrangements for the safe parking of petroleum road tankers in accordance with the emergency preparedness and response plan.
