Procedure
Applicants can apply any time within the financial year for consideration and licensing.

Fill the Coffee Miller's License Application Form http://www.coffeeboardkenya.co.ke/index.php/component/phocadownload/category/11-coffee-miller-s-licence?download=25:application-for-a-miller-s-license and attach all the required documents.
When filling the application form, make sure the information is correct and also indicate whether it is an application for a new license or renewal of a license.

Before submitting your application, make sure you have fulfilled all the requirements set by the Coffee Board of Kenya.

All new licenses shall take a maximum of 90 days to process in line with the service charter of the Board.

All License renewals are subject to compliance with the terms and conditions and are issued upon payment of the respective license fees.

License application forms downloadable from the Boards website and fees payable during submission of application forms.

A certified copy of certificate of incorporation/or registration.
A certified copy of memorandum and articles of association.
A statement listing the names of holding companies, associated companies or partnership, in which the applicant has interest (if any).
Names and addresses of two business referees.
A paid up share capital certificate of not less than Kshs. 300,000/=
Proof of engaging services of a coffee export/Liquorer.
A feasibility study.
A letter of recommendation from the bank on suitability of the company to deal in coffee exports.

Eligibility
A license for a new milling plant will only be issued to persons, co-operative societies or companies who have fulfilled the conditions as per the fourth schedule of the Coffee Act.

No person is allowed conduct the business of a coffee miller unless he is registered as a coffee miller by the Board, nor at any other premises than those specified in the register.

Requirements

Commercial Coffee Milling License


A certified copy of certificate of incorporation/or registration.
A certified copy of memorandum and articles of association.
A paid up share capital certificate of not less than Kshs. 300,000/=
A statement listing the names of holding companies, associated companies or partnership, in which the applicant has interest (if any).
Names and addresses of two business referees.
Proof of engaging services of a coffee liquorer.
The Commercial miller shall provide the Board with the particulars of growers who have appointed him a miller.
He must also submit the milling Agreements he has signed with Growers and registered them with the board. Then he can carry on business.
Milling of coffee should be within a maximum duration of sixty (60) days unless otherwise instructed by growers.
Every commercial miller shall mill coffee on a first- in, first out (FIFO) basis.
Coffee mill should conform to the standards of the ISO, KEBS and be in conformity with the seven grades specified.
Every commercial miller shall account for mill spillage or sweepings and all other by-products.
A feasibility study.
A comprehensive insurance policy.
Establishing of liquoring facilities.
Private Coffee Milling Requirements

Must be a grower with valid pulping station licence
Must mill his/her/its coffee only
A certified copy of certificate of incorporation.
A certified copy of memorandum and articles of association.
A paid up share capital of not less than KSh. 300,000.
Names of company directors, individual National ID/Passport No, Pin Numbers and certificate of good conduct.
Names and addresses of two business referees.
Compliance with Statutory requirements, including but not limited to, NEMA certificate Safety & Occupational Health Certificate and Local Authority Business Permit.
Compliance with minimum specifications as required by Kenya Bureau of Standards KS1052,593,2221,175 (2011) or as may be amended from time to time. .
Proof of engaging services of a coffee liquorer registered by the Board where necessary
Undertaking to furnish the Board with monthly stock returns.
Any other requirements that may be prescribed by the Board from time to time

Need for the Document
According to the Coffee Act a person is not allowed to deal in or transact any business in coffee unless he is the holder of a current license thereto authorizing him, issued, in its discretion, by the Board.

In order to get involved in coffee milling, the law requires that a coffee millers license. There are two types of millers licenses:

Commercial Coffee Milling License: The license authorizes the holder to conduct the business milling coffee.
Private Coffee Milling License: Authorizes coffee grower to mill own produced coffee only


Information which might help
Coffee board of Kenya is the industry regulator of the Kenyan Coffee industry. Among its functions is to carry out licensing of coffee nurseries, growers, pulping stations, millers, marketing agents, management agents, buyers, roasters, packers, warehousemen and auctioneers to ensure adherence to standards.

To this endeavour the board has put in place measures and procedures for applicants to follow for one to be licensed as an industry player.


Terms and conditions

Private (grower) Coffee Milling License

Authorizes a grower to conduct the business of milling own coffee in preparation for its marketing
A private milling License shall not be transferable
A private milling license holder shall remit returns to the Board at such frequency and such format as prescribed by the Board
The private milling license holder shall be renewable by 30th June of every year upon payment of the renewal fees
The private milling license holder shall facilitate inspections whenever conducted
The private milling license holder shall maintain adequate records on site
A private coffee milling license holder shall adhere to the coffee standards and industry code of practice
The Board reserves the right to withdraw the license

Commercial Coffee Milling License

A Commercial coffee milling License shall not be transferable
A Commercial coffee milling License holder shall remit returns to the Board at such frequency and such format as prescribed by the Board
A Commercial coffee milling License holder shall be renewable by 30th June of every year upon payment of the renewal fees
A Commercial coffee milling License holder shall facilitate inspections whenever conducted
A Commercial coffee milling License holder shall maintain adequate records on site
The Board, in consultation with the Minister, may cancel, vary or suspend any license issued to a person, co-operative society or company if such person, co-operative society or company fails to abide with the terms and conditions of the license.
A commercial milling license holder shall adhere to the coffee standards and industry code of practice
The millers shall submit their milling returns to the Board on a weekly basis.
A milling license may be suspended where a licensee, without any good reason acceptable to the Board, continues to default in returns.
