The first step is to identify a suitable premise and qualified personnel to setup the milk cottage industry. Make sure industry premises has complied with the laid out hygienic and operational requirements. (These have been mentioned in the eligibility section.)
Contact the nearest Kenya Dairy Board office to obtain a notice of a preliminary inspection of premises. A list of KDB Office branches can be downloaded through this link.
This will be followed by an inspection of the industry premises by the Kenya Dairy Board to determine whether the milk cottage industry premises has complied with the laid out hygienic and operational requirements
If everything is in order, you can move on to the next step and make your application for license online. Where areas of non-compliances are identified, improvements should be undertaken.

Visit the Kenya Dairy Board Licensing Portal to make your application for milk cottage industry license and pay the requisite application fees.
If you are not registered , fill in the required information which include
(i). Business details
(ii). Applicant details
to register.
After registration, log in to your Kenya dairy board online account and make an application for inspection of the milk cottage industry and make a payment for the application. The application fees is Ksh. 600.
This will be followed by an inspection of the premises to ensure that it complies with the laid out hygienic and operational requirements of the Kenya Dairy Board and if successful, you are required to pay the requisite license fees. This you can do by logging into your Kenya Dairy Board Licensing Portal dashboard. The license fees is Ksh. 4,000
Once payment is made the milk cottage industry license will be processed within fourteen days and it can be downloaded from your online dashboard.
The license has a validity period of one year and you can start operations immediately.
Pay monthly cess and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)

A milk processing license is issued to milk cooling facilities handling above/ below 5,000 litres of raw milk per day
The milk cooling facility should comply with the laid out hygienic and operational requirements. This include compliance in the following areas among others;
Premises: should be properly located, designed, ventilated, lighted and protected from contamination
Equipment – Equipment, piping, accessories and other contact surfaces coming into contact with milk and milk products should be easy to clean and sanitize, corrosion resistant and made from food grade material
Personnel: Milk handling personnel should be clean and well-groomed, properly attired and medically certified
Record keeping: Quality records should be maintain and updated
Waste management: Effluent and other solid wastes should be managed in accordance with regulations
Utilities: Adequate supply of potable water and other essential utilities depending on type of operation
Management: Premises should be managed by a qualified supervisor or manager
Operations: Recommended processing schedules should be followed e.g. cooling temperatures and time controls
Rodent and vermin control: Premises should be protected against invasion by flies, rodents, birds and other vermin


Annual license fees Ksh 4,000
Application fees Ksh 600


The validity period is one year
However non-compliance can lead to suspension of permit

Licensing of milk cottage industries is an important activity in regulation of the dairy industry. It facilitates regular inspection of such premises/ industries to ensure compliance to milk quality and safety requirements.
In Kenya no person is allowed to operate a milk cottage industry without a valid milk processing license.

The Board may refuse to issue a new license or may suspend or cancel an existing license if the Board is satisfied that:
the producers standards of performance are unsatisfactory;
the conditions of a license have not been fulfilled;
the applicant or licensee has failed to remit, within the prescribed period, any cess due by the applicant or licensee to the Board.
