Procedure

For New Projects

Before construction of the milk processing plant and layout of equipment commences, ensure that you have obtained all necessary legal approvals are obtained. These approvals include:
(i). Approval from National Environmental Management Authority (NEMA)
(ii). Survey Plan from survey Kenya
(iii).architectural plans
(iv). Structural plans
(v). Ownership documents
(vi). Building permit
(vii).project registration with the National Construction Authority
Submit copies of the necessary approval documents to the Kenya Dairy Board to get an Assurance Letter. An Assurance Letter is issued on APPLICATION to KDB in order to provide a framework for license issuance upon completion of project
Seek regular advisory services from KDB’s Compliance Officers as construction and equipment layout goes on
On completion of construction of the milk processing plant, contact the nearest KDB office for a preliminary inspection of plant.
Where areas of non-compliances are identified from the inspections, improvements should be undertaken to the construction so that everything is up to par.
If everything is in order, you can move on to the next step and make your application for license online. http://portal.kdb.co.ke/
(a) Visit the Kenya Dairy Board Licensing Portal to make your application for licensing and pay the requisite application fees
(b) If you are not registered , fill in the required information which include
(i). Business details
(ii).Applicant details; to register.
(c) After registration, log in to your online account and make a payment for application for inspection. The application fees is Ksh. 600
This will be followed by an inspection of the premises and if successful, you are required to pay the requisite license fees. This you can do by logging into your Kenya Dairy Board Licensing Portal dashboard http://portal.kdb.co.ke/
Once payment is made the license will be processed within fourteen days and it can be downloaded from your online dashboard.
The license has a validity period of one year and you can start operations immediately.
Pay monthly cess and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)

For Existing Projects
For operational establishments in milk processing or cooling, the following steps should be followed:
Contact the nearest KDB office for preliminary inspection of premises. This should be undertaken at least two months before expiry of current license. (Where areas of non-compliances are identified, improvements should be undertaken)
Apply online for licensing and pay the requisite application fees
Inspection of premised is conducted. If successful, the client pays the requisite license fees
License is processed and issued for a period of one year
Continue with operations and pay monthly cess and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)

Eligibility

A milk processing license is issued to Premises processing above 5,000 litres per day
A milk processing premises should comply with the laid out hygienic and operational requirements. This include compliance in the following areas among others;
Premises: should be properly located, designed, ventilated, lighted and protected from contamination
Equipment – Equipment, piping, accessories and other contact surfaces coming into contact with milk and milk products should be easy to clean and sanitize, corrosion resistant and made from food grade material
Personnel: Milk handling personnel should be clean and well-groomed, properly attired and medically certified
Record keeping: Quality records should be maintain and updated
Waste management: Effluent and other solid wastes should be managed in accordance with regulations
Utilities: Adequate supply of potable water and other essential utilities depending on type of operation
Management: Premises should be managed by a qualified supervisor or manager
Operations: Recommended processing schedules should be followed e.g. pasteurization temperatures and time controls
Rodent and vermin control: Premises should be protected against invasion by flies, rodents, birds and other vermin

Fees

Annual license fees Ksh 25,000
Application fees Ksh 600

Validity

The validity period is one year
However non-compliance can lead to suspension of permit

Other application documents are provided by the Kenya Dairy Board

Processing Time

The processing time is 14 days.

Need for the Document

Licensing of milk processing is an important activity in regulation of the dairy industry. It facilitates regular inspection of such premises to ensure compliance to milk quality and safety requirements.
In Kenya no person is allowed to carry out milk processing without a valid milk processing license.

Others

The Board may refuse to issue a new license or may suspend or cancel an existing license if the Board is satisfied that:
the producers standards of performance are unsatisfactory;
the issue is not, or the suspension or cancellation, is in the interest of other producers and of consumers;
the conditions of a license have not been fulfilled;
the applicant or licensee has failed to remit, within the prescribed period, any cess due by the applicant or licensee to the Board; or
the applicant or licensee has not paid dairy farmers for milk delivered to the applicant or licensee.
