Makueni Governor Kivutha Kibwana on Friday, July 10, maintained his leadership strategy which involves holding members of the County Executive Committee accountable.

The governor who recently declared his run at the presidency in 2022, committed members to signing performance contracts.

This is the third year in which the exercise has been conducted as the county moves to institutionalise the performance management process.

“This is the third consecutive year we are signing performance contracts. As we have indicated in the past, performance management continues to be an integral part of our service delivery and project implementation,” Governor Kibwana stated when he presided over the exercise at his offices.

Governor Kibwana challenged the departments to work hard to ensure service delivery is accorded to the people of Makueni to the highest possible quality, adding that their work is changing lives of the people they serve for the better.

In view of the COVID-19 challenges and emerging trends, Kibwana directed all county departments to explore modalities of automating as many of their services as is practically possible.


"This will ensure continuity of service delivery even during such challenges. It will also help in cutting costs associated with traveling and meetings and direct such savings to development projects for our people," he observed.

In September 2018, all employees of the Government of Makueni County were required to work under performance contracts in order to improve service delivery.

The employees who were put under the terms included executive committee members, Chief Officers, directors, and chairpersons of various authorities under the county government.

“The deputy governor and I signed a 4-year performance contract with the people of Makueni County on March 23, 2018. I want to emphasize that performance management must be entrenched as a culture in the way the Government of Makueni County delivers its services to the citizens," he stated at the time.

A 2019 poll by All Africa Advisors, a United Kingdom-based advisory firm ranked Governor Kibwana fourth in the list of best performing governors.

Machakos governor Alfred Mutua emerged victorious, as the best performing county executive beating Kakamega Governor Wycliffe Oparanya, Nairobi's Mike Sonko, Makueni's Prof. Kivutha Kibwana, and Mombasa's Ali Hassan Joho in that order.
