This is a tricky question. I am struggling to get the context in which you ask this question, but let me try to answer it in a real, but cheeky way.
Yes, Uganda is a dangerous country for any criminal or terrorist that comes here imagining it is a criminal’s paradise. The security services are more nosy, ‘effective and efficient’ if compared with many countries in other parts of the world.
It is also dangerous to someone that is not used to living among hospitable people. If you are used to assuming that everyone that tries to assist you wants to cheat you, then you will live dangerously in Uganda because that is the norm everywhere you go.
If you meant dangerous in terms of crime rate, hell NO. Uganda has one of the lowest crime rates around. As a matter of fact, it is more dangerous to stay in New York City than it is to stay in Kampala with millions and millions of dollars.
