I lived in Uganda for the first 10 years of my life, with my brother and parents (though my brother didn’t come along for a good few years).

My parents were perfectly happy to let me wander the entire town unaccompanied by adults. The reason being that they could poke their heads out of the door and a neighbour would wave and point the way I’d gone. They could follow a string of waves and points and find me.

If a 3–4 year old can be safe like that around strangers (and way moreso than in developed countries), I think an adult woman would be fine. My mother was well known in the area, the “tall slender one” (no mention of her colour). She was perfectly safe.

Of course, there’s a potential danger from men with questionable morals who’ve come to idolise white women on old videos but I’ve never seen any hint of it. The trick is to get to know the (extremely friendly) locals. Become good friends, know their lives and let them know yours. Then as a known member of the community, you should be safe.

Though I highly doubt you’d be in any danger anyway. Ugandans are so very nice.
