This is a very broad question, but I'll assume you're asking about the current political crisis in Somalia.

Somalia is currently in a bitter dispute with the UAE concerning multiple disagreements between the two nations. It all began in early 2017 when most of the member States of the Arab league led by Saudi Arabia and the UAE cut ties with Qatar on allegations that Qatar is financing both radical and terrorist groups in the middle East and around the globe (an allegation Qatar partially denies), and that Qatar is friendly to Iran. For the move to work Somalia would have to cut ties with Qatar too, but refused to do so and took a neutral position on the situation, probably due to Turkey's presence in the country (an ally of Qatar). Earlier this year the state owned DP world (Dubai ports) signed a 442 million dollar agreement with Somaliland (a self-proclaimed independent state) to develop it's Berbera port. The move angered the Somali government who had already been annoyed by an earlier deal between the UAE and Somaliland to build a military base that would assist in the UAE's war in Yemen. The Somali government filed a complaint with the Arab league which it is a member of, and the United nations. Despite all this the UAE still had ongoing projects with the Somali government that included the training and payment of somali forces, free hospitals, and rebuilding assistance. Recently the UAE ended all those projects after Somali security forces seized a plane carrying 9 million dollars from the UAE on suspicions that it was bribery money or money heading to the Somali terror organization Al-Shabab. The money had infact been sent to pay Somali soldiers that where been trained by the UAE to fight the terror organization. Currently Egypt and Saudi Arabia are mediating between Somalia and the UAE but not much is expected from this since Qatar and Turkey have been making strides to be more present in Somalia and the UAE doesn't look like it'll make any changes to its relationship with Somaliland.
